Postgraduate and Doctorate PDF

Postgraduate studies of the Institute of Special Communications and Information Protection are designed to prepare scientists and pedagogical workers who after the results of studying under the guidance of a supervisor have conducted researches and prepare qualified scientific research paper for the degree of Candidate of Technical Sciences (or PhD) in one of the scientific disciplines.

Admission to the ISCIP is based on public procurement on a competitive basis for military officers and government officials or employees of the Special Communications and Information Protection Service who are serving (working) in the specialty, with a higher education degree and education level of specialist or master's degree, have positive results in the service and are capable of teaching or conducting researches. The candidates can start the postgraduate study directly after finishing of a full course of studying at the Institute if they have good results in studying (graduation with honors), show a tendency to scientific research activities and the Scientific Board of the Institute has recommended them for admission.

Training of the future scientists and teachers in ISCIP is mainly conducted for specialties 21.05.01 "Information Protection" (technical sciences) and 01.05.02 "Mathematical Modeling and Computational Methods" (technical sciences), as well as for other scientific specialties, which are accredited by NTUU "KPI".

Candidates who are not employees of Special Communications and Information Protection Service might be accepted to the postgraduate course of the Institute according to the state order or on a contract basis. They should have a permission of the Head of the Special Communications and Information Protection Service or his deputies. Targeted training of such postgraduate students at the Institute is carried out according to the corresponding contracts (agreements) concluded between the Administration of State Special Communications Service and State Government bodies, institutions, organizations or companies, which have sent them to the postgraduate course.

Candidates, who want to study on the postgraduate course, by August 31st this year should submit the following documents:

1. Application addressed to the Head of the Institute, where the candidates should state a form of training (full-time or part-time), chosen specialty, specialized scientific department and estimated scientific supervisor from the Institute and resolution of the Head of the Independent Structural Department of State Special Communications Service or other institution where the cand

2. Personal data sheet with valid personal information and attached photograph. The document should be certified and sealed by the personnel department of the candidate’s place of service (work).idate works.

3. References from candidate’s place of work or service signed by the Head of Independent Structural Department of State Special Communication Service (For the staff of Administration of State Special Communications Service – Director of the relevant department or Independent Structural Department) or by the institution, where the candidate works, certified and sealed by the Personnel Department.

4. List of scientific publications and candidate’s inventions (if any), certified and sealed by the Independent Structural Department of State Special Communications Service or the institution, where the candidate serves or works.

5. Rationale of selected scientific specialty, which should include the original author materials related to the candidate’s future scientific research made him personally using appropriate mathematical tools. The rationale size should be from 20 to 60 pages including title page, table of contents, and list of sources. The pages should be numbered and recorded in the table of contents. The candidates who have at least 3 published scientific works (scientific articles in professional journals), can submit their copies instead of the rationale.

6. Examinations Certificates of the passed candidates’ tests (for applicants who fully or partially passed them).

7.A copy of the Diploma of specialist’s or master's degree and the Diploma Supplement. Both copies should be certified and sealed by the personnel department at candidate’s place of work or studying.

8. Medical Health Certificate Form number 086-O.

The candidates should provide Passport and original of the Diploma and Diploma Supplement to the admission commission personally.

Applicants for admission examination in the chosen specialty should pass entrance examinations in the chosen specialty, philosophy and foreign language on their choice (English, German or French). Applicants who at the time of admission to postgraduate course passed all or some candidate testsmay be exempted from the relevant entrance examination by the decision of the selection committee of the Institute and their evaluation of candidate tests is credited as the entrance.

The entrance examination to postgraduate course is usually held in November of the year preceding the beginning of the study. Candidates admitted to the entrance examination for postgraduate course can get additional paid leave at the rate of 10 days per each entrance exam. Those who come to postgraduate course with one or more passed candidate tests that selection committee ranked them as admission can enjoy additional holiday for entrance examination remaining at the rate of 10 days for each exam. To leave period extra time is added for travelling from the place of duty to the location of the Institute and in the opposite direction. The cost of travel and accommodation is in itself an entrant.

The applicants are accepted to the postgraduate course on a competitive basis according to the results of the entrance examination. In case of identical ratings the priority in admission to the postgraduate course is given to the applicants who have passed all or some candidate tests.

Doctoral Training Centre at the Institute is designed for training scientific and pedagogical workers in full-time study (off-the-service) and after the results of the conducted scientific research, prepared qualified scientific research paper for the degree of Doctor of Technical Sciences in one of the scientific disciplines.

Admission to Doctoral Training Centre. Doctoral Training Centre admits according to the state order middle and senior commanding staff, civil servants and employees of the State Special Communications Service who have a scientific degree of candidate of technical or physics and mathematics sciences (or relevant PhD), scientific achievements and published works in the selected scientific specialty and who are in a position to perform fundamental and applied researches at a high scientific level sufficient for completing a doctoral dissertation during the time of studying at the Doctoral Training Centre.

Candidates who are not employees of State Special Communications Service can be admitted into Doctoral Training Centre under the state order or on contract basis only with the permission of the Head of the State Special Communications Service or his deputies. Preparation of doctoral candidates in the Institute is carried out on the basis of the relevant contracts (agreements) concluded between the Administration of State Special Communications Service and the state agencies, institutions, organizations or companies that sent them for training.

Candidates, who want to study on the postgraduate course, by October 1st this year should submit the following documents:

1. Application addressed to the Head of the Institute, where the candidates should state a form of training (full-time or part-time), chosen specialty, specialized scientific department and estimated scientific supervisor from the Institute and resolution of the Head of the Independent Structural Department of State Special Communications Service or other institution where the candidate works.

2. Personal data sheet with valid personal information and attached photograph. The document should be certified and sealed by the personnel department of the candidate’s place of service (work).

3. References from candidate’s place of work or service signed by the Head of Independent Structural Department of State Special Communications Service (For the staff of Administration of State Special Communications Service – Director of the relevant department or Independent Structural Department) or by the institution, where the candidate works, certified and sealed by the Personnel Department.

4. A copy of the diploma conferring the degree of Candidate of Sciences (in case of obtaining a relevant degree abroad – copy of diploma), which must be certified and sealed by the personnel department at the place of service (work).

5. A copy of the Diploma of specialist’s or master's degree and the Diploma Supplement. Both copies should be certified and sealed by the personnel department at candidate’s place of work or studying.

6. List of published scientific works and inventions of the applicant, certified seal of independent structural unit of Special Communications and Information Security Service. List of published scientific works and inventions of the applicant, certified and sealed by the Independent Structural Department of State Special Communications Service, where the candidate for admission to doctoral studies serves, or by the institution, where the candidate works.

7. Expanded plan of the dissertation for the degree of Doctor of Science, agreed with the chosen scientific consultant.

8. Medical Health Certificate Form number 086-O.

The candidate should provide Passport and original of the Diploma and Diploma Supplement to the admission commission personally.

Head of the Institute within 10 days of receipt of documents by applicants for admission to the Doctoral Training Centre sends them to the relevant Department and Research Center of the Institute to study. Head of the Institute within 10 days after receiving the candidate’s documents for admission to the Doctoral Training Centre sends them for consideration to the relevant Departments and to Scientific and Research Center of the Institute.

Department, selected by candidates, should within one month after receiving the documents consider scientific reports of the candidates for admission to the Doctoral Training Centre, discuss their expanded plans of the dissertation and by secret voting or open enrollment determine possibility of the candidate’s entering opportunity to the Doctoral Training Centre.

The number of vacancies for admission according to the government order to the Doctoral Training Centre each year is determined by the Head of the Institute.

Academic Council of ISCIP NTUU "KPI" considering the conclusions of departments and research center, if necessary listens to scientific reports of candidates for admission to doctoral studies performed with research and prepares suggestions for their admission to the doctoral program. Academic Council of ISZZI NTUU "KPI" considers the conclusions of the Departments and Scientific and Research Center, listens if necessary to the candidate’s scientific reports on performed scientific researches and prepares suggestions on their admission to the Doctoral Training Centre.

Admission to the Doctoral Training Centre is carried out by the order of the Rector of NTUU "KPI" according to the suggestions of the Head of Institute.

Work on doctoral dissertation. Period of studying in the Doctoral Training Centre on general terms should not exceed three years. In some cases, this period may be reduced by the decision of the Academic Council of the Institute in accordance with the amount of work to be done by the candidate to prepare a doctoral dissertation research.

To assist the candidates through the dissertation writing the Rector of NTUU "KPI" appoints a scientific advisor from the scientist Institute staff – doctors of science, and for working on a doctoral dissertation the candidate is assigned to the appropriate department or research unit of the Institute. As an exception, leading scientists – doctors of science from other organizations may also be appointed as scientific consultants on their consent.

Every year doctoral candidates submit a report on implementation of the individual working plan. After its preliminary discussion the Department or Scientific and Research Center conducts certification of doctoral candidates and makes a decision about continuation of their doctoral studies.

Doctoral candidates may be sent for training to leading national and international research centers. The order of their assignment and costs of their business trips are carried out in accordance with the current legislation of Ukraine.

During the period of studying in the Doctoral Training Centre of ISCIP NTUU "KPI" the doctoral candidate must complete the dissertation and submit it to a specialized academic council.
